City of St. Albert hires internally to replace Larry Horncastle
The city of St. Albert's new city manager Patrick Draper has demonstrated his intention to reject the 'new broom sweeps clean opportunity'. Instead he will stay with the same tired old traditions set by his predecessor, as well as this mayor and council.
The hiring of the current general manager of planning and engineering to somehow be transformed into a new guru of economic development has left many citizens shaking their heads over the decision.
How a current member of administration can bring a fresh new approach to a key position is beyond the comprehension of many residents. Where is the logic in such a flawed decision?
Short answer, there is none.
In a story back in April in the St. Albert Gazette, city manager Patrick Draper was quoted as saying, “I'm a builder, not a turn-around artist.” Sadly for the citizens of this community, he has started by building with used materials.
At the time of former city manager Bill Holtby's firing, mayor 'Git Outta Town' (And You Too Seniors) Crouse stated in a St. Albert Gazette article, "We’ve decided to have a new, refreshed [chief administrative officer] help lead us for the next several years.”
This is 'new and refreshed'?
When Horncastle was fired, Jennifer Jennax, the city’s general manager of business and strategic services and Horncastle’s direct supervisor said in the St. Albert Gazette, “Larry’s done great work for the city and he’s made significant contributions. We need to take the city’s business development in a new direction that we believe requires a different set of skills and strengths.”
This is a 'new direction'?
If the city didn't get enough heat when they fired Larry Horncastle 10 months ago, they should expect to once again have their feet held to the flames for this stupid move. Apparently they did not learn from that experience.
Simply put, it's the same old poop in a different pile.
Complete details in the St. Albert Gazette. And the comments to date on the Gazette's website bear out that heated rejection by the public of Boston as being any improvement is well underway.

Septimus - As a lover of all types of music, (specializing in Jazz and blues, but not restricted to it) Septimus has played with several bands in and around Edmonton for several years adding more versatility with an eclectic flair. For the last 15 years he has been dedicated to playing Calypso/Reggae and pop music with the band “Catalyst”. I first met Septimus at the Saturday afternoon Blues on Whyte Jam. I was very impressed with his stage presence and his respect of time in regards to coming in and out of solos with the great dynamics and mic distancing. A very jazzy upbeat style. He states "I will continue to play all types of music until my love of music is only a distant memory". Our pleasure to present Septimus for the first time at the Moosehead/barsnbands open stage.
Jim - has been visiting our open stage since 2005. His style, tone and dynamics are truly some of the best in the music business. His plethora of guitar experience dates back to the 60's. Coming to Alberta from the west coast at a time when the open jam and live music scene was starting to buzz, gave Jim a chance to show his skills in numerous rooms to the delight of jammers and jam hosts and patrons. He can sit in with any style on stage with a comfort zone that always amazes me. His respect timing and control brought him so many invites to sit in when he entered any music room or gig. He currently sits in at the renowned Newcastle Soul Service Sunday Jam with Willie James Engel and Crawdad and also is the main stay guitarist for Alberta's band The Fabulous Canola Tones. Jim is moving back to the west coast and we wanted to have a one last Tuesday Moosehead spot with him before he moves.
